House Speaker John Boehner (R-OH) considered H.R. 3 so important that he put it at the top of the 112th Congress's agenda -- ahead of jobs, ahead of economic recovery, even ahead of addressing the federal budget. If passed into law, the bill would permanently prohibit Medicaid funding of abortion care and impose special tax penalties on families whose private insurance happens to cover abortion. The bill contains no exception to protect women's health and only limited exceptions for rape, incest and life endangerment.
